I couldn't say. I only know about my own situation because Akira confronted the entity responsible in his timeline. But, Pharos' memory might be part of it. It's possible part of what he's forgotten might give you clues about what's really happening.
Most of what he's remembered so far has been cryptic warnings of doom. The "end of everything".

That...definitely sounds like reason to suspect something inhuman is involved. Obviously the end of the world didn't happen seven years ago in either my, Akira-kun, or Akira-chan's timelines, but a false god in our time plans to erase the world.

I'm certain. I...haven't slept well, since my mother died, so I'm often up in the middle of the night. And that's when my memories of it vanished, until I got involved with the Metaverse in 2014. I at least don't think Yaldabaoth is directly involved with the Dark Hour, but...honestly, I'm not sure the idea of multiple entities trying to end the world is less unsettling than the idea that Yaldabaoth has been defeated before and it only served as a setback.
It's not- We know how to end it, there's a pattern....but it shouldn't take longer than three more months. Early December. It...can't take until January....

But it-- There are twelve Shadows, massive ones. Much stronger and more intelligent than any others we've faced. Once all of them are defeated, the Dark Hour stops for good. They've been appearing every full moon for a while, sometimes paired up. There are three left.
The next full moon is October fourth. It...can't.... It can't take longer than three more full moons.

Are you sure that's all there is to it? You said everyone involved in the incident died, so it doesn't seem impossible that something important was left unrecorded.
Everyone directly involved with the creation. And it's true a lot of the data involved with the project was destroyed in the blast...but Yukari-chan's father's dying message told us this was how. Recording it was the last thing he did before blowing the entire lab up, destroying the project before worse could happen.

Shadows are natural, in a way. They exist regardless of what anyone does, so while the circumstances might have been artificial...

No, that's not quite true. The 'why' is worth knowing. Knowing the reasons for something can help prepare for the future. But you are right in that the most important part is that you succeed. If there really is an apocalyptic threat coming, I owe at least a version of you my existence.
Pharos is accurate enough. Knew about Strega - at least sort of - before I did.

That's not entirely surprising...whatever he is, he's connected very strongly to you, but is also more distinct than a Persona.
I am curious how he ended up there, though. Especially with that damage to his soul...it even seems like what's here has been fragmented and reassembled. It's like...looking at something, and if the light hits it the right way, you can see cracks.
Typically either through natural degradation from being dead and unable to care for yourself properly, or being attacked by a psychic being, without a body to protect you. There are probably other ways, I haven't been at this nearly long enough to know all the unusual stories, but that's how it usually happens.
[The fact it seems to be...in pieces? Makes Minato think it must have been some kind of attack. "Natural degradation" sounds like it'd be more like....moth-eaten suits, or dry-rot, rather than a shattered dish. This isn't a comfortable thought. What if whatever-it-was finds Pharos again?]
